How do you know if you're maxed?

If you go to the gun range and it says 'You have nothing left to learn here, you have to hone your skills elsewhere' OR the [MIA] page no longer says 'you have no limit'. Being able to train at the gun range or having no limit on MIA contracts are both signs that you are NOT maxed.
